What does a data analytics consultant deliver?

Metric definitions, a tested data model, reports people actually open, and the release, access and training routines that keep them accurate. Analytics consulting is the last stage of the data stack, so it depends on pipelines and definitions that may need fixing first.

DeliverableWhat it isHow you can tell it is done
Metric dictionaryAgreed definitions for revenue, active customer, margin and other headline measures, with one owner per metricFinance and sales reports show the same number for the same period
Data modelA star schema: dimension tables for filtering and grouping, fact tables for summarizing, each fact table at a consistent grainThe grain is documented and query speed is tested at production volume
Reports and dashboardsOperational dashboards, executive views, paginated reports and alertsEach has a named audience, a refresh schedule and tested access rules
Self-service layerCertified datasets, workspace structure, templates and trainingBusiness creators build from certified data instead of copying it
Release and access controlsSource control, a development-to-production path and role-based securityA release runbook and a security matrix exist
RationalizationAn inventory of existing reports with retire, merge or rebuild decisionsA signed-off list of retired reports

The star schema comes from the dimensional modeling Ralph Kimball introduced in 1996, which Kimball Group still documents, and Microsoft's Power BI modeling guidance recommends it for performance and usability.

Scope varies by firm. Protiviti's reporting and visualization page, for example, lists report design, report and dashboard development, reporting governance, a reporting center of excellence, reporting infrastructure and reporting DevOps as separate service lines (checked October 2026). Ask which of these your quote covers.

What do Power BI consultants do, and what does Power BI cost to run?

Power BI consultants design the semantic model, set up workspaces, security and release paths, size capacity and migrate reports from other tools. Licences are a separate line: Microsoft's pricing page lists Pro at $14.00 and Premium Per User at $24.00 per user per month, paid yearly, as of October 2026.

Power BI work is mostly modeling, security and operations. Microsoft's own implementation planning series lists the decisions a rollout has to settle: BI strategy, tenant setup, licensing, workspaces, content lifecycle management, content sharing, security, information protection, data gateways, auditing and monitoring, and adoption tracking. A consultant should be able to state a position on each.

Licences are a separate budget line

Prices below are from Microsoft's Power BI pricing page as of October 2026. Check the checkout price before you budget.

LicencePriceLimits shown on the page
Power BI Pro$14.00 per user per month, paid yearly1 GB model size, 8 refreshes a day
Power BI Premium Per User$24.00 per user per month, paid yearly100 GB model size, 48 refreshes a day
Fabric or Power BI Premium capacityNot priced on the page; an annual Fabric reservation is shown as saving 40.5% against pay-as-you-goNeeded to let viewers read content without a paid per-user licence: F64 or P1 and above

Estimate: 200 Pro licences × $14.00 × 12 months = $33,600 a year. Capacity cost depends on the SKU, so get a written quote before you decide how many viewers need their own licence.

Where Power BI work stops

Power BI semantic models depend on Power Query to prepare data. Microsoft's guidance says that when data volumes or slowly changing dimensions make that hard, you should first build a data warehouse and an ETL process and connect the model to it. That boundary is where analytics consulting hands over to data engineering consulting.

When is outside analytics help worth paying for?

Pay for outside help when leaders disagree about basic numbers, reports are slow or unused, you are consolidating BI tools, or a new platform needs a governed semantic layer. Do not pay to display data that is wrong at the source.

Worth paying for when

  • Leaders bring different numbers to the same meeting. That is a definitions problem, and a metric dictionary plus a shared model fixes it.
  • Reports are slow, duplicated or unused, and you want an inventory and a rationalization plan before any rebuild.
  • You are consolidating or migrating BI tools and need a per-report estimate, not a lump sum.
  • A new platform (a warehouse, a lakehouse or Microsoft Fabric) needs a governed semantic layer and a self-service operating model.
  • Adoption is the problem. BARC's BI & Analytics Survey 26, based on more than 1,000 professionals, found that on average 25% of employees use BI software in their daily work, and only 16% in large enterprises.

Not worth paying for when

  • The source data is wrong or late. That is a data engineering or data governance problem, and a dashboard will only show it faster.
  • You need one analysis, once. An internal or freelance analyst is cheaper.
  • No business owner will take responsibility for each dashboard's definitions and audience.

How much does an analytics or BI project cost, and how long does it take?

Estimate: a six-week dashboard sprint costs about $33,000 in labor and a twelve-week governed model with 10 to 15 reports about $104,000, using federal ceiling-rate medians for BI developers, analysts and a data architect. Licences and capacity are extra.

The scenarios use GSA CALC+ role medians for BI developers ($128 an hour, 481 records), data analysts ($116, 2,117 records) and data architects ($158, 913 records). They are fully burdened ceiling prices on U.S. federal contracts, not commercial quotes, and commercial rates for the same roles are often higher. The hours are our assumptions.

Scenario (DCF Research estimate)Hours × GSA median hourly rateEstimateAt 25th to 75th percentile rates
Dashboard sprint, one business area, 6 weeks. BI developer 30 h/week, data analyst 15 h/week180 × $128 + 90 × $116 = $23,040 + $10,440$33,480$27,270 to $40,770
Governed model and 10 to 15 reports, 12 weeks. BI developer 40 h/week, analyst 20 h/week, data architect 8 h/week480 × $128 + 240 × $116 + 96 × $158 = $61,440 + $27,840 + $15,168$104,448$85,296 to $126,768
Migration of an existing BI estate. Illustration only: 100 reports at 20 hours each, all at the BI developer rate2,000 × $128$256,000$212,000 to $302,000

The last column reprices the same hours at the 25th and 75th percentile GSA rates for each role. The migration row shows a formula, not a benchmark: hours per report vary widely with complexity, so ask the firm to size five sample reports, some simple and some complex, before you accept a per-report price. Rationalize first, because every report you retire is one you do not pay to rebuild.

Licences, capacity and your own team's time sit outside these figures. Our pricing research has more rate context.

How do you evaluate data analytics and BI consulting firms?

Ask to see a data model and metric dictionary from a past project, how performance and security were tested, how releases work, what happens to existing reports, and how adoption is measured. Prefer firms that will tell you when not to build a dashboard.

AskA strong answerA warning sign
Show a data model from a similar projectA star schema with a documented grain; measures defined once and reusedDozens of flat extracts feeding separate reports
How do you test performance and security?Load tests at production volume; row-level security tested with real rolesWe will tune it after launch
How do releases work?Source control and a path from development to test to productionEditing production reports directly
What happens to our existing reports? An inventory with retire, merge or rebuild decisions and ownersRebuilding everything like for like
How will you measure adoption?Active creators and viewers, refresh failures and feedback loops reviewed after launchSuccess defined as the number of dashboards delivered

What do we own at the end?Model files, source code, documentation, runbooks and training recordingsA proprietary accelerator needed to maintain the work

Microsoft's adoption roadmap lists the surrounding practices a rollout needs beyond the reports themselves: executive sponsorship, content ownership, a center of excellence, governance, mentoring, a community of practice, user support and change management. Ask the firm which of these its plan covers and which it assumes you will provide. Our RFP template has more vendor-selection questions.

Why do analytics projects go unused, and what has to be in place upstream?

BARC's research points to untrusted or unavailable data, hard-to-use tools, slow queries and too little coaching as the main causes of poor adoption. Most sit upstream of the dashboard in pipelines, definitions and ownership, so scope those together with the analytics work.

BARC and Eckerson Group's 2022 study of 214 data and analytics leaders, fielded in late 2021, lists what quickly kills adoption: data that is not available or not trustworthy, tools that are inflexible or hard to use, slow queries, and too few people to coach business users. The top barriers respondents named were lack of training (50%), lack of quality data (41%), budget (36%) and ease of use (33%).

Microsoft's adoption roadmap adds that adoption is about using the technology effectively, not just regularly, and that usage statistics matter but are not the only factor. It separates organizational adoption (governance and data management practices), user adoption (whether people use the tools actively and effectively) and solution adoption (the business value of individual solutions).

Most causes sit outside the dashboard layer:

Microsoft's BI strategy guidance suggests reassessing strategic BI objectives every 12 to 18 months and reviewing key results quarterly.

Frequently asked questions

What is the difference between business intelligence and data analytics consulting?

BARC and Eckerson Group use business intelligence for prebuilt reports and dashboards, and analytics for querying, analyzing, visualizing and modeling data. Most firms sell both under one practice, so check which one a proposal actually covers.

Should we choose Power BI, Tableau or Looker?

Choose on your existing platform, skills, security model and licence economics, not on the consultant's partner program. BARC's BI & Analytics Survey 26 concludes that success depends more on the right tool for each need than on one platform for everything. Ask for a written comparison against your requirements.

What should a BI handover include?

A documented data model and metric dictionary, source-controlled report files, a release and rollback runbook, a security matrix, administrator guidance and recorded training. Without them, every change request returns to the consultant.

What is a semantic model, and do we need one?

A semantic model holds the tables, relationships and measures that reports draw on, so each metric is defined once. In Power BI, Microsoft recommends building them as star schemas of dimension and fact tables. Without a shared model, each report tends to define its own numbers.
